Make a passport photo yourself
A passport photo is mostly a measuring job. The US wants 2 × 2 inches with the head between 1 and 1⅜ inches from chin to crown and the eyes 1⅛ to 1⅜ inches above the bottom edge. Germany and most of the EU want 35 × 45 millimetres with the head between 32 and 36 millimetres. Get those numbers wrong and the photo comes back, however good the picture is.
This tool does the measuring. Pick a country, drag your photo until the top of the head and the chin sit on the two guide lines, and export. The result is written at exactly the millimetre size at 300 dpi — 602 × 602 pixels for the US, 413 × 531 for the 35 × 45 formats — which is what a photo lab expects.
Switch on the print sheet and you get a 10 × 15 cm layout with as many copies as fit, separated by cut marks that sit outside the pictures rather than around them. That is the cheapest way to get prints: any drugstore machine or photo service prints a standard 10 × 15, and you cut the photos out yourself.
What this tool deliberately does not do is judge your photo. It does not detect a face, it does not replace the background and it cannot tell you whether an office will accept the result. Neutral background, even lighting, a straight head and a closed mouth have to be right before you start — the tool only handles the geometry. For anything official, check the picture against the authority's own sample sheet before you hand it in.
